SESAR Joint Undertaking (SJU)
Head of International Affairs
David Batchelor is Head of International Affairs at the SESAR Joint Undertaking (SJU) in Brussels.  He is responsible for developing and managing the SJU’s relations with relevant stakeholders worldwide in order to articulate, explain and promote the European SESAR programme to modernise air traffic management in Europe.  He spent four years from 2012 to June 2016 as the SJU Liaison Officer in Washington, DC, based in the EU Delegation to the United States, representing the SJU in the US and fostering relations with the FAA's NextGen programme, with the overall objective of supporting interoperability between SESAR and NextGen. 

Prior to this, David worked as an official in the European Commission's Directorate General for Mobility and Transport (DG MOVE).  From 2008 to June 2012, he was responsible for aviation environmental policy, with a focus on policy towards aviation emissions and climate change, and he was the European Union Observer to the ICAO Committee on Aviation Environmental Protection (CAEP).

From 2003 to 2007, he worked on the EU-US air transport negotiations, which culminated in the EU-US "open skies" air transport agreement in 2007. Before that, David was with the UK Civil Aviation Authority which he first joined as an economist, before being appointed Head of International Aviation Policy in the CAA's Economic Regulation Group in 1995, responsible for the CAA's economic policy advice to the UK Government in bilateral air services negotiations and on airline competition matters.

David graduated from Oxford University with a BA (Hons) in Politics, Philosophy and Economics.
