Director of Systems Engineering

Dr. Michael Garcia is the Director of Systems Engineering at Aireon, LLC.  Dr. Garcia has the overall responsibility for the technical specification, design, implementation, verification and performance of the Aireon space-based ADS-B surveillance system.  His responsibilities also include the oversight and coordination of technical activities with ANSPs, standards groups, sub-contractors and investors.  Some examples of international standards organizations that Dr. Garcia participates in are: RTCA, EUROCAE, ITU, and the National Academy of Sciences.

Prior to joining Aireon, Dr. Garcia served as an Associate Principal Engineer at ITT/Exelis while working on the FAA ADS-B and WAM programs.  He managed a variety of complex projects to enhance system performance while conserving recurring costs, which earned him gold and silver Ring of Quality awards.  Several of his innovations have resulted in patents and publications that were of interest to the Air Traffic Management industry.

 Dr. Garcia received his PhD in Electrical Engineering from Duke University and his Bachelor’s in Computer Engineering from George Mason University.  In addition to his role at Aireon, he also serves as an Adjunct Professor at George Mason University.
