As Director of Surveillance and Communications Department at ENRI (Electronic Navigation Research Institute), Takafumi Nakada has been overseeing its research programs not only in the field of SUR/COM but also avionics and cross-domain technologies. Besides his managerial tasks, he works externally at the coordination meeting with the Civil Aviation Bureau of Japan (JCAB), and ICAO meetings including Asia/Pacific SWIM Taskforce and Standards Round Table Meeting. Also, he has been involved in program-wide, globally harmonized standardization of aviation systems, environmentally-friendly air navigation systems and outcome transfer to aviation industry. Much of his nearly 30-year-career has been spent planning and developing air navigation systems at JCAB.

From 2004 to 2007, he served ICAO as Air Navigation Commissioner, sharing his expertise in air navigation, airport development and aviation safety. From 2008, as heads of key sections, he contributed to forging the Vision of CARATS, Japan’s ATM modernization program and subsequently CARATS Roadmap. Prior to ENRI, he was Director of the Noise Abatement Technology Office at the Environment Division of JCAB and oversaw the development and deployment of noise mitigation operational measures with his experiences in air navigation services.
